I think the "knowing what" cannot be emphasized enough. I used to try to make my writing overly concise in an attempt to follow guides such as Strunk & White. The voice I ended up with was dull and frustrated me endlessly. Put too many artificial constraints on your writing and you will get an artificial result. Much better to tune your natural voice than to try to turn yourself into someone you're not.
