  5. It must be a practical joke with someone dressed as Batman being lowered down to a window where he will press his face against the glass and scare people at some important meeting.

  6. Looking at the position of his hands and the tension on the cord (or is it a hose?) he's lowering rather than lifting. He's still got a lot of slack behind him, too, and whatever it is can't be that heavy because it's over the railing of the fire escape rather than over the brick side of the building.

  7. If he was lowering his body would be more upright and braced. His hunched forward like he's pulling something up.
